This pull request introduces a new PowerShell script to automate prerequisite setup for TypeAgent on Windows and enhances the Azure pipeline for MSI publishing. The main improvements are the addition of a robust, standalone bootstrap script for installing and verifying all required tools, and the automation of MSI package publication to Azure Artifacts.
