Update @changesets/ghcommit to v3 beta

Bump to v3 beta so we can test that it works, and then we can cut a stable for ghcommit.

Note on bundle size (including all sub-actions):

• Before: 2200 KB
• After 2074 KB

A ton seems to be from the action packages.
