ARCFIRE final review

This release contains the functionality of IRATI as of the final review of ARCFIRE. In contains a number of improvements and bug fixes carried out during the execution of ARCFIRE experiments, mainly targeting the QTA Mux, EFCP, the DIF Allocator, Mobility Manager and support applications.

• Support for shim DIF over WiFi
• Support for dynamic renumbering
• Initial support for IP over RINA
• Support for Linux kernel 4.x (all IRATI kernel code is packaged as loadable kernel modules)
• Migration from Netlink to a character device for kernel-user space and user-space user-space communications
• Implementation of new POSIX-like API
• Updated applications and tools
• Multiple bug fixes and stability improvements
