They also should be left to the build/provisioning system's discretion as it could be useful to change this in other cases ( both production ( housing s*** ) and development (docker-compose, build section )).

Most distro do allow pre-creating the user if you want a custom install, the package manager does take care of creating the files for the proper UID in both APK's and APT's case.

Resetting this to the default debian value ( 33 ) seems appropriate though.
